On September 3rd, the Santa Teresa Port of Entry will be extending its port hours for commercial traffic until 10:00 p.m., Monday through Friday. The extension will allow the port to attract more commercial traffic from Mexico’s interior (see information below).

Basic Economic Development Course in México
Cd. Juárez, Chihuahua, México
October 1 – October 5, 2007

Western New Mexico University (WNMU) is partnering with Tecnológico de Monterrey to present the México Basic Economic Development Course in Cd. Juárez, Chihuahua. This will be a week-long annual program that introduces the fundamentals of economic development for economic development practitioners and community leaders.

WNMU has presented the New Mexico Economic Development Course on its campus every year since 1993. Between 30 to 40 attendees are accepted each year, resulting in over 500 people having attended, including people from various cities in México. Many have expressed an interest in having a course in Mexico that would put more of a focus on issues facing México.

The México Basic Economic Development Course is designed for four main audience groups in México: 1) economic developers who are new to the profession; 2) community leaders whose active participation in local economic development necessitates formalized learning about the process and practice of economic development; 3) various economic development “allies” such as bankers, public utility personnel, port commission staff, and employees of institutions of higher education; and 4) existing economic development and community development professionals who want to supplement their formal learning and experience in the field.

This course will be bilingual; that is, simultaneous translation will be available to take advantage of the expertise of both Spanish and English speaking presenters. One of the goals of the course is to provide opportunities for attendees to expand their network of professional colleagues. This would include, of course, the presenters themselves. With this in mind, a maximum of 50 people will be accepted to attend each course. Western New Mexico University will offer graduate and undergraduate credit to those who apply for it.

Some of the economic development experts who will be making presentations are Kathy Dodson, José Contreras, Larry Meeker Ph.D., Manual Ochoa, Noreen Scott CEcD, Edmundo Treviño, Jack Allston CEcD, Jorge Ruiz, Bob Cook, Joe Alcantar, and Maria Lozano.

Secretary Mondragón Visits the Border Region
New Mexico Economic Development Secretary Fred Mondragón and Office of Mexican Affairs Executive Director Juan Massey visited New Mexico’s Santa Teresa region on August 29th. The New Mexico state officials held several meetings with businesses and organizations, in addition to touring the Santa Teresa Port of Entry. The IBA assisted in arranging meetings for the officials during their visit.

KOTRA breakfast in Juarez
On August 27th, the IBA participated the El Paso/Juarez World Trade Center’s Korea Trade-Investment Promotion Agency (KOTRA) breakfast in Juarez. Mr. Doo Young Kim, Trade Commissioner and Director General of KOTRA-Dallas, and Mr. Jason Crowder, Officer-International Trade of KOTRA-Dallas, provided attendees with a presentation on doing business with South Korea. The officials also promoted the “Korea Tech Preview 2007” event, which will take place on October 31 to November 1, 2007 in Dallas, Texas. This trade event will focus on the new trends of the technology industry, and the growth potential in major areas. It is designed for companies to identify new business opportunities with cutting edge technology from Korea. Both officials were very interested in the commercial/industrial activity on the U.S.-Mexico border. After the breakfast, Jerry Pacheco and Peter Ibarbo of the IBA met privately with the KOTRA officials to discuss possible projects and trade missions.

Extended Port Hours for Commercial Traffic at the Santa Teresa Port of Entry
The Santa Teresa/San Jeronimo Port of Entry Open for Commercial Shipments Until 10:00 p.m.:
U.S. and Mexican Customs officials have announced that starting September 3, 2007, the Santa Teresa/San Jeronimo Port of Entry will be open from 8:00 a.m. until 10:00 p.m., Monday through Friday, for commercial traffic. The change provides four additional hours in which commercial vehicles can access the port at night. The port will continue to process commercial traffic from 9:00 a.m. to 2:00 p.m. on Saturdays, and will remain open from 6:00 a.m. to 10:00 p.m., seven days per week, for non-commercial traffic.

Save Time and Money:
Santa Teresa/San Jeronimo is the fastest border crossing in the region to cross into the U.S. from Mexico’s interior. Save valuable time and money by using the Samalayuca Bypass to avoid congestion in Juarez/El Paso, and the long lines at the bridges. When crossing at Santa Teresa/San Jeronimo, you are 15 minutes from Interstate 10 on the west side of El Paso, Texas. There are no crossing fees at this port of entry.

Próximamente: El Cruce Fronterizo de Santa Teresa permanecerá abierto hasta las 10:00 p.m. para Embarques Comerciales:
Las aduanas de los Estados Unidos y de México, anunciaron que a partir del 3 de septiembre del 2007, el horario del cruce fronterizo de Santa Teresa/San Jerónimo será de las 8:00 a.m. hasta las 10:00 p.m. de lunes a viernes para el tráfico comercial. Este cambio proporcionará cuatro horas adicionales para que los vehículos de tráfico comercial puedan cruzar mas tarde.

El cruce continuará el proceso del tráfico comercial de 9:00 a.m. a 2:00 p.m. los sábados y continuará abierto de 6:00 a.m. a 10:00 p.m. los siete días de la semana para tráfico no comercial.

Ahorre Tiempo y Dinero:
Santa Teresa/San Jerónimo es el cruce más rápido de la región para llegar a los Estados Unidos desde el sur de Juárez y el interior de México. Ahorre tiempo valioso y dinero utilizando el libramiento de Samalayuca para evitar el congestionamiento de Juárez-El Paso y las largas líneas en los puentes. 2007 Expo Maquila
Desarrollo Economico de Juarez (Juarez Economic Development), Asociación de Maquiladoras de Juarez, the City of Juarez, Mexico’s Secretariat of the Economy, and Chihuahua’s Secretariat of Industrial Development have joined together to host the 2007 Expo Maquila in Juarez, Chihuahua on November 7 through 9, 2007 at the Centro Internacional de Comercio y Convenciones (Juarez Convention Center).

This is the 23rd year that this maquila supplier-focused trade show has been held. Expo Maquila is a vehicle for established companies to explore new business possibilities, as well as to explore supplier potential. This event offers manufacturers and maquilas the best opportunity to exhibit their technology, products, equipment, services, ideas and innovations. Additionally, the event affords participants the opportunity to increase their visibility, survey their competition, build their customer base and connect with other company executives dealing with the similar situations.

This year’s edition of Expo Maquila will be focused on supplier development, addressing present supplier needs or concerns, and opening the door to suppliers looking for new business opportunities in the region.

Companies displaying their products and services will receive visits from executives and qualified buyers from the various maquiladora sectors that, are spread over 17 industrial parks throughout the city with over 300 manufacturing centers and Maquila companies.

The First Three Years

The opportunities of working with the International Business Accelerator (IBA), while studying international business and marketing at New Mexico State University for the past three years, have presented me with countless opportunities. As part of my educational experience, some of these opportunities include traveling to several border and interior cities in Mexico, six Western European countries, and most recently traveling to China and the Special Administrative Regions of Hong Kong and Macau.

As an international business student, and working with an international trade assistance organization such as the IBA, I feel an obligation and hunger to travel in order to learn as much as I possibly can. To be able to assist companies break into foreign markets and to attract foreign direct investment to New Mexico, I believe it is vitally important to understand the basic culture and customs of the country in which a company is attempting to establish a presence.

As trade continues to increase around the globe, it seems that China can no longer be ignored when considering any type of international business transactions. In February of 1972, the United States took the first steps of formalizing diplomatic ties with China when U.S. President Richard Nixon met with Chairman Mao Zedong in Beijing. Soon after, Deng Xiaoping, as Chairman of The People’s Republic of China and leader of the Chinese Communist Party, realized the importance of international trade and encouraged it to the fullest extent. Most recently, China has shown a strong interest in international trade with its inception into the World Trade Organization in 2001, and is now encouraging the world to visit as it will host the Summer Olympics in August 2008.

While in China during the past four and a half months, I was presented with the opportunity to study the Chinese language, culture, and history, and at the same time teach Chinese business students. Some of the topics of discussion with my students included world politics, trade agreements, conducting business in foreign countries, and comparing/contrasting the Chinese and American cultures. While teaching my students, I learned just as much from them about these subjects, and consequently gained another perspective of China, the United States, and the world in general.

Before conducting any type of international trade, I would encourage any business to visit the particular country of interest in order to learn about the culture and customs. I believe that this can make the difference between success or failure. As I reintegrate with the IBA after my stint in China, I would like to thank Jerry Pacheco, Executive Director of the IBA, and Dr. Kevin Boberg, Associate Dean of the Business College at NMSU, for making my internship possible. Next month I will review the opportunities and risks of breaking into the Chinese market.

The 8th Annual Santa Teresa Charity Golf Tournament

Dear Friends and Colleagues:

Our 8th Annual Santa Teresa Charity Golf Tournament will take place this year on October 19th at 1:00 p.m. at the Santa Teresa Country Club.
