The IBA was invited to testify before the U.S. Senate Finance during its September 11th hearing titled “NAFTA at Year 12,” in Washington, D.C. I was honored to represent the IBA at this hearing, which included on the panel experts in agriculture, labor, and economics. The IBA represented cross-border trade and small businesses. More information on this testimony can be found below. I want to thank Senator Jeff Bingaman, the Ranking Member of the Subcommittee on International Trade, and Senator Charles Grassley, Senate Finance Committee Chairman for their invitation to testify on the impact that the North American Free Trade Agreement has had on small businesses. It’s exciting to see that the efforts of the IBA are being noticed in Washington, D.C.

Jerry Pacheco, Executive Director of the International Business Accelerator, Testifies in Front of the Senate Finance Committee in Washington, D.C.
The Senate Finance Committee invited Jerry Pacheco, Executive Director of the International Business Accelerator (IBA), to testify in Washington, D.C. on September 11, 2006 as an expert witness on trade during its hearing titled “NAFTA at Year Twelve.” The hearing was convened to discuss the positive and negative effects that the North American Free Trade Agreement has created for the U.S., Canada and Mexico.

Testifying at the hearing were James Magagna, Executive Vice President of the Wyoming Stock Growers’ Association; Craig Lang, President of the Iowa Farm Bureau Federation; Sandra Polanski, Senior Associate and Director - Trade, Equity and Development Project, Carnegie Endowment for International Peace; and Dr. Sidney Weintraub, of the Center for Strategic and International Studies. Representatives from the U.S. Trade Representatives office and Customs and Border Protection also presented reports.

At the hearing, Pacheco reviewed the opportunities that NAFTA has created for small businesses, and the increased interest in international trade that this agreement has generated. Since NAFTA was implemented, U.S. exports to Mexico have risen more than 100 percent. From 1994 to 2002, Mexican foreign direct investment in the U.S. grew by 280 percent, as compared to growth of 185 percent by non-NAFTA countries during this period of time. Total two-way trade between the U.S. and its NAFTA partners grew by 111 percent between 1993 and 2003. Pacheco also reviewed some of the shortcomings of the agreement that need to be addressed in order to create increased efficiencies, and to allow the U.S. to better structure future trade agreements with other nations.

IBA to Participate in the Feria Juarez Avanza
The Strategic Economic Development Association of Cd. Juarez (Plan Estrategico de Juarez) is organizing a trade fair that will bring together over 100 exhibitors from the public and private sectors involved in border development. The focus of this event is to showcase the region’s key organizations involved in developing the Cd. Juarez border region. Some of the topics that will be addressed include: sustainable economic development, education, culture, health, and social development initiatives pertaining to Cd. Juarez, El Paso and southern New Mexico.
October 20th: The 7th Annual Santa Teresa Charity Golf Tournament

The International Business Accelerator is helping to coordinate the the 7th Annual Santa Teresa Charity Golf Tournament. The tournament raises money for the honors program at Sunland Park and Desert View Elementary Schools in Sunland Park, New Mexico. At the end of each school year, elementary students who have perfect attendance, good grades or who have performed an extraordinary act during the course of the year, are awarded medals and special presidential certificates. Last year, the tournament raised more than $10,000 dollars for the schools. According to Susan Yturralde, Principal of Desert View Elementary School, “There has been a huge increase in the number of kids who are not missing school because they want to participate in the honors program. The program is definitely having a positive impact.”

Fulbright Binational Business Program in Mexico
Application Deadline: October 20, 2006

This program is designed to enhance the knowledge, expertise and understanding of business communities in Mexico for U.S. graduates in business, law or engineering. It combines an internship within a Mexico-based company, firm or NGO dedicated to international business with some graduate courses at a Mexican University. The Fulbright-García Robles grantees usually work as interns from 8am to 4pm five days a week in their assigned companies and attend the university two evenings a week during the program.

Requirements:

Excellent spoken and written Spanish is required at the time of application.
U.S. Citizenship. US/Mexican dual nationals are not eligible for this program.
Candidates with a BA, M.B.A., J.D. or an M.A./M.S. in business administration, finance, economics, international relations, engineering, accounting.
Some work experience in a business environment is strongly recommended.

Internships:
After final selection is completed, the Commission will arrange the internship matches with the participating companies: Banorte, Cemex, Deutsche Bank, Dupont, Endeavor, Fondo Unido, Gamesa, Grupo BAL, Procter & Gamble, Rothschild Bank, Scotiabank Inverlat, among others.

Universities:
Grantees are usually placed at one of the following Mexican
universities: Autonomous Technological Institute of Mexico (ITAM) and the Monterey Technological Institute (ITESM).
